Deputy Head (Human Resources)

Roles & responsibilities:

  • Oversee the planning and implementation of personnel, staff development, staff relations and welfare initiatives; formulate the annual operating plan and budget for the HumanResources Division;
  • plan, advise and maximize manpower resources utilization, develop personnel recruitment strategies; and propose recommendations on pay and benefits, grading and salary structure for the acquisition and retention of talents; direct the organization in the areas of training, staff development, welfare and staff relations programmes, as well as Exchange Programmes, with the dual objective to build a competent staff team and to cultivate a learning environment and a knowledge-based organization;
  • lead the organization of staff events and activities to nurture a caring and work-life balance culture in the workplace and to promote team spirit and a sense of belonging amongst staff;
  • oversee the administration of personnel matters as well as staff training sponsorships, staff welfare benefits and staff relief/support schemes in compliance with the prevailing policies/employment ordinances; and review Human Resources (HR) policies with reference to the employment ordinances and the rules and regulations of the relevant Government Bureau/departments;
  • establish effective communication between management and frontline staff/units and render support for various management committees;
  • lead the digitalization of human resources management with a view to establishing a holistic HRsystem for talent management;
  • improve workflow management and streamline processes to improve efficiency and productivity; and
  • guide and direct the staff teams of Personnel Section and Staff Training and Welfare Section for the provision of high quality, timely and effective services for the Group.

The ideal candidate should have/be:

  • a recognized degree in any discipline or equivalent, preferably in HR related subject;
  • minimum 12 years of post-qualification administrative experience including 8 years in human resources management at a leadership role;
  • acquired knowledge in relevant legislation, Codes of Aid of the Education Bureau, subvention guidelines of Social Welfare Department, job analysis, reward management, staff development and staff relations;
  • proven leadership skills to develop and execute HR strategies;
  • excellent managerial, teamwork and interpersonal skills with strong initiative and business acumen;
  • excellent communication and interpersonal skills, empathetic to other’s interests and views; and
  • proficiency in English, Cantonese and Putonghua.

Compensation & employment terms:

The successful candidate will initially be offered a 3-year contract with a remuneration package which will be commensurate with his/her background and experience.  The continuation of employment and employment terms thereafter will be subject to mutual agreement.  Apart from contributions to the MPF Scheme, other benefits include paid annual leave, medical services, a dental scheme and training sponsorships.  The incumbent will normally work under a 5-day week schedule subject to operational needs and exigencies of the service.
