Upholding TWGHs’ mission to enhance the well-being of the community
Established in 1870, Tung Wah Group of Hospitals (“the Group”) is Hong Kong’s longest standing charitable organisation providing quality services, which has evolved with time to meet the ever-changing needs of the society. The Group has been all along upholding its mission “To heal the sick and to relieve the distressed; to care for the elderly and to rehabilitate the disabled; to promote education and to nurture youngsters; and to raise the infants and to guide the children”. The Inauguration Ceremony of the TWGHs Board of Directors 2017/2018 was held at the Assembly Hall of Tung Wah Hospital on 6 April 2017, with the Hon. LAU Kong Wah, JP, Secretary for Home Affairs officiating at the Ceremony.
The Hon. LAU Kong Wah, JP, Secretary for Home Affairs, presented testimonials to the retiring Board Members and Advisers. He also administered the oath of the 2017/2018 Board Members include, Dr. LEE Yuk Lun, JP, the Chairman, Mr. Vinci WONG, the 1st Vice-Chairman, Dr. TSOI Wing Sing, Ken, the 2nd Vice-Chairman, Ms. Ginny MAN, the 3rd Vice-Chairman, Mr. TAM Chun Kwok, Kazaf, the 4th Vice-Chairman, Mr. MA Ching Yeung, Philip, the 5th Vice-Chairman, as well as Mr. AU Yu Fan, Gabriel, Ms. CHIU Yi, Cindy, Mr. WAI Ho Man, Herman, Mr. HO Orlando Yau Kai, Ms. CHOI Ka Yee, Crystal, Ms. TSENG Hing Wun, Wendy, Mr. Derrick FUNG, Ms. YAN Zi, Mr. MO Yu Fung, Billy, Mr. NG Kwok Wing, Michael, Mr. TSUN Kok Chung, Richard, Mrs. FAN TSANG Hei Man, Dennia and Mrs. CHEN HUANG Yanjun, Selena, the Directors.
Speaking at the Ceremony today, Dr. LEE Yuk Lun, JP, the Chairman addressed TWGHs has mapped out a series of work plans for the enhancement and expansion of the Group’s services to cater the needs of the community. At present, the total number of service centres has increased to 309 with an annual recurrent expenditure, including hospital services, of $8.4 billion. The Board strives to adopt a prudent financial approach to carry out the new initiatives and enhance the effectiveness to monitor the Groups’ huge operations.
With long history of providing medical services to the city for more than a century, the Group this year, will continue to provide funding to the 5 hospitals and medical services units for expanding and enhancing their existing services as well as for acquiring advanced medical equipment. The Group will render assistance to patients with financial difficulties to receive treatments through a series of patient assistance programmes. Besides, the Group will continue expanding its Chinese medicine services at district level while feasibility of enhancing its mobile Chinese medicine services for neighbourhood communities will be explored. Moreover, the Group will actively study and consider participating in the Tseung Kwan O Chinese medicine hospital project in a bid to propel the long-term development of Chinese medicine in Hong Kong.
The Group will continue to carry the Kwong Wah Hospital Redevelopment Project forward, and coordinate with the Hospital Authority to implement the regrouping of Kwong Wah Hospital and TWGHs Wong Tai Sin Hospital to the Kowloon East Cluster to enhance the continuity of patient cares. At the same time, the Well Women Clinic at Tung Wah Eastern Hospital will be relocated to a more spacious area to expand the comprehensive one-stop screening service of breast and cervical cancers. The Group will strengthen the service capacity of its endoscopy centre, rehabilitation centres and centralized decoction centre to promote holistic health among citizens.
On the education front, TWGHs has been grooming talents for over a century with emphasis on cultivating upright moral character and positive attitude of their students. With a view to raising education standard and boosting professional competency of the teachers, structured regular training will be introduced to middle management of TWGHs’ secondary, primary schools and kindergartens, while award schemes are being proposed to encourage pursuit of excellence in different areas of teaching and learning. In addition to quality enhancement in school management and teaching, continuous improvement of TWGHs schools facilities will be made to create better learning environment for students.
The Group will keep on organising different thematic study tours to broaden students’ horizon and promote cultural exchange with their counterparts from different countries or areas including the extension of “Sister-Schools Scheme” by weaving ties with schools in Guangdong through collaboration with the Education Department of Guangdong Province. In response to the recommendation in the Policy Address of engaging students in exchange activities in countries along the Belt and Road, the Group will join hands with the International Academy of the Belt and Road to organise learning programmes and study tours, which aim to increase TWGHs students’ knowledge about various countries along the Belt and Road. In respect of post-secondary education, Tung Wah College will consolidate all medical-related programmes and will proactively expedite other new programmes. In preparation for future development, the College is planning to expand the laboratory and increase the number of teaching staff.
Dr. LEE Yuk Lun, JP, the Chairman continued, TWGHs provides a spectrum of social welfare services to all walks of life. To further the all-encompassing development of the youth, the Group is applying to the Government by private treaty grant for a site located at San Po Kong to set up a holistic youth centre, which will accommodate facilities for arts and cultural activities and community services up to international standard. In addition, the youth hostel project at Hollywood Road in Sheung Wan, which was approved by the Metro Planning Committee of the Town Planning Board, will be implemented as soon as possible to help provide affordable residential units to the working youth. In response to the growing needs of our ageing society, TWGHs has put strenuous efforts in provision of professional and quality elderly services. The Groups will conduct large-scale conversion works and facility upgrade in the elderly homes, while at the same time enhancing community support services for elders in district level.
Committed to caring for the underprivileged, TWGHs has been recently awarded the operation of a supported hostel at Shui Chuen O Estate in Sha Tin, which will provide group home living for mentally or physically handicapped persons who are capable of semi-independent living. Likewise, the Group will reinforce the collaboration with special schools by launching a vocational training programme for the students to enhance their capacity of self-reliance. New technologies have also been employed in rehabilitation centres to improve rehabilitative treatment. “i-dArtory”, a new art gallery is planned to open in Wan Chai to encourage people with different abilities to take part in arts creation and to foster mutual understanding and empathy through arts.
TWGHs is not only a modern charity organisation, but also plays a prominent role in upholding and conserving local history and culture. To celebrate the 170th Anniversary of Man Mo Temple, the Group will organise for the second time a large-scale parade to revitalize the local cultural heritage and to reenact the historic scene of Man Ti and Mo Ti Parade in Tai Ping Shan district dated back over a century. Besides that, another thematic exhibition will be conducted in San Francisco to demonstrate the unique history and features of TWGH’s charitable work. An associated overseas study tour for TWGHs students will be organised to inculcate TWGHs’ philanthropic spirit in the next generation.
Dr. LEE Yuk Lun, JP, the Chairman, is grateful for the guidance of the Government, as well as the trust and support of the general public. He sincerely hopes that the Government and public will continue to give TWGHs the strongest support for its further growth and spread out the TWGHs spirit over the community.

Since its establishment in 1870, TWGHs has been all along upholding its mission “To heal the sick and to relieve the distressed; to care for the elderly and to rehabilitate the disabled; to promote education and to nurture youngsters; and to raise the infants and to guide the children.” Nowadays, TWGHs has become the largest charitable organisation in Hong Kong. For over a hundred years, TWGHs’ medical and health, education and community services have developed rapidly to fulfill the needs of the society and to provide high quality services at low rates or for free. Today, TWGHs operates over 309 services centres, including 5 hospitals and 29 Chinese and Western medicine services centres, 54 education services centres, 219 community services centres that cover elderly, youth and family, rehabilitation and traditional services, as well as the Tung Wah Museum and TWGHs Maisy Ho Archives and Relics Centre, which were established to promote, restore and preserve the heritage and relics of TWGHs, with an aim to protect and preserve local traditional culture.

Highlight of Services and Development of TWGHs 2017/2018
(I). Medical and Health Services
Hospital Services:
1. Continue to provide free medical services to cater the need of the community
2. Continue to provide funding to the 5 hospitals and medical services units for the expansion and enhancement of existing services as well as acquisition of advanced medical equipment
3. Launch a number of patient assistance programmes for patients with financial difficulties to receive treatments at TWGHs hospitals, such as Cancer Patient Assistance Fund for Chinese Medicine Treatment, the Patient Assistance Fund for Integrated Medicine, the Renal Patient Assistance Fund and the newly-established TWGHs MK Cancer Treatment Subsidy Fund
4. Continue to carry forward Kwong Wah Hospital Redevelopment Project
5. Coordinate with the Hospital Authority to implement the regrouping of Kwong Wah Hospital and TWGHs Wong Tai Sin Hospital to the Kowloon East Cluster with a view to enhancing the continuity of patient cares
Screening and Diagnostic Services:
1. Strengthen the service capacity of the endoscopy centre, rehabilitation centres and centralized decoction centre to promote holistic health among citizens
2. Expand Well Women Clinic at Tung Wah Eastern Hospital to provide comprehensive one-stop screening service of breast and cervical cancers
Chinese Medicine Services:
1. A new Chinese medicine clinic located in Lai Chi Kok will come into operation in the 2nd quarter of 2017, to expand the Chinese medicine services at district level
2. Plan to enhance the mobile Chinese medicine services for neighbourhood communities
3. Offer more training opportunities to young Chinese medicine practitioners, which are aligned with overall talent development strategy of positioning the Group as the base for fostering professional careers of Chinese medicine practitioners
4. Actively study and consider participating in the project of Tseung Kwan O Chinese medicine hospital to propel the long-term development of Chinese medicine in Hong Kong
(II). Education Services
Students:
1. Extend “Sister-Schools Scheme” by weaving ties with schools in Guangdong through collaboration with the Education Department of Guangdong Province
2. Join hands with the International Academy of the Belt and Road to organize learning programmes and study tours, which aim at increasing students’ knowledge about various countries along the Belt and Road
Teachers:
1. Apart from peer lesson observations and discussions among experienced teachers, outstanding teachers in the fields of language, information technology, arts and STEM (Science, Technology, Engineering, and Mathematics) will form new learning circles to promote professional development and share of teaching methods
2. Propose to launch a teacher award scheme and a school award scheme to encourage pursuit of excellence in different areas of teaching and learning.
3. Introduce structured regular training to middle management of TWGHs secondary and primary schools and kindergartens, and to provide training programmes to the school principals and vice-principals to develop effective external communication
Schools:
1. Carry out a new lecture theatre and a school library re-design programme in TWGHs Kap Yan Directors’ College and TWGHs Wong Fung Ling College respectively
2. Set up a bakery workshop in TWGHs Kwan Fong Kai Chi School to support its vocational training programme
3. Study the use of space and renovation feasibility for TWGHs Lo Yu Chik Primary School, one of the oldest primary school with over 50 years of history, so as to keep pace with the latest education approaches and curriculum development
Post-secondary education:
1. Consolidate medical-related programmes while launching physiotherapy programme and food safety programme at undergraduate level in next couple of years, hoping to secure more subsidized places under the “Study Subsidy Scheme for Designated Professions/Sectors”
2. Expedite other new programmes in early childhood education, business administration and professional counselling etc. to broaden the range of programme offerings
3. Expand the laboratory and increase the number of teaching staff; set up admission scholarship for selected programmes to benefit more students.
(III). Community Services
Elderly Services:
1. Excel the residential care services for the elderly and increase the number of residential places by studying the feasibility of redeveloping Jockey Club Care and Attention Home for the Elderly and Pao Siu Loong Care & Attention Home as well as conducting large-scale conversion works and facility upgrade in 2 other elderly homes
2. Launch the “EscortEasy” pilot scheme in Sha Tin, which is a new transportation service for frail elders and people with disabilities to visit hospitals and district clinics
3. Set up a young old service development centre “EngAGE” in Island East to encourage active ageing with healthy lifestyle
4. Improve demented elders’ physical and mental condition as well as their living standard through participation in meaningful activities
5. Initiate a pilot programme of Tenancy Management Service for Senior Owner-occupiers in a bid to unleash potential values of elders’ vacant properties, which will provide them with steady rental incomes and better living standard
Youth Services:
1. Propose to build a youth hostel at Hollywood Road in Sheung Wan, aiming to provide affordable residential units to the working youth so as to help them realize their personal goals through savings
2. Apply to the Government by private treaty grant for a site located at the junction of Sam Chuk Street, Tsat Po Street and King Fuk Street in San Po Kong to set up a holistic youth centre, which will accommodate facilities for arts and cultural activities and community services up to international standard, including theatre, hostel, multi-purpose function rooms and work space for start-up businesses, etc
Rehabilitation Services:
1. Operate a supported hostel at Shui Chuen O Estate in Sha Tin, which will commence service by end of 2017 to provide group home living for mentally or physically handicapped persons who are capable of semi-independent living
2. Reinforce the collaboration with special schools by launching a vocational training programme for the students to enhance their capacity of self-reliance
3. Employ new technologies in rehabilitation centres to improve rehabilitative treatment, such as application of virtual reality exercises and procurement of advanced medical equipment from abroad
4. Plan to open “i-dArtory”, a new art gallery in Wan Chai to encourage people with different abilities to take part in arts creation and to foster mutual understanding and empathy through arts
(IV). Cultural Conservation and Inheritance
1. Organise for the second time a large-scale parade to revitalize the local cultural heritage and to reenact the historic scene of Man Ti and Mo Ti Parade in Tai Ping Shan district dated back over a century, to celebrate the 170th Anniversary of Man Mo Temple
2. Conduct another thematic exhibition in San Francisco in October 2017 to demonstrate the unique features of TWGHs’ charitable work and its contribution in connecting the Mainland and overseas Chinese communities. An associated overseas study tour for TWGHs students will be organised to inculcate TWGH’s philanthropic spirit in the next generation
