About Us

The finance and purchasing functions of TWGHs are supported by the Finance & Supplies Division which comprises 2 Sections, including Finance Section and Purchasing Section.

The finance and purchasing functions aim at providing central accounting service for all Divisions and Offices as well as service centres (except hospitals), managing TWGHs’ funds and ensuring that planned projects and activities are properly financed and implemented in a cost effective and economic manner. The best discount and credit terms are also sought from suppliers through centralized procurement.

The vision of Finance & Supplies Division is to ensure effective allocation of resources including donation and public money and to build up a healthy financial strength for TWGHs for sustaining its growth and development.

Finance Section

The Finance Section provides central accounting function for all Divisions / Offices and service centres in keeping with both statutory and TWGHs’ requirements. It is also responsible for maintaining a proper internal control system to safeguard the assets of TWGHs and for establishing a proper system of accounts available for inspection by both internal and external auditors including those from relevant government departments.

The Finance Section is also responsible for budgetary control, cash flow forecast, project cost control and value-for-money analysis. It provides management information and gives advice on financial implications for major issues. It also monitors TWGHs’ funds and ensures that projects and activities are properly funded.

One of the objectives of the Finance & Supplies Division is to enhance TWGHs’ accountability, efficiency and effectiveness in the use of outside donations for the provision of various services.


Purchasing Section

The Purchasing Section administers TWGHs’ centralized procurement matters. It serves all Divisions / Offices and service centres on procurement, insurance matters and disposal of unserviceable furniture and equipment.

The Purchasing Section aims to obtain goods/services from suppliers at the most favorable terms with acceptable quality. Tender and quotation exercises will normally be conducted to ensure fairness and effectiveness.
